Portland police are looking for a registered sex offender suspected of kidnapping two women March 4 after a downtown evening concert.
Paul Evans Winklebeck, 42, is also wanted for third-degree sex abuse and a probation violation. Police said Winklebeck is 5-foot-11 tall, with a stocky build, with short reddish brown hair and a thick goatee and mustache.
Winklebeck may be driving a dark green GMC Sonoma pickup with an Oregon license plate 289EPF. He was last seen wearing a camouflage or hunting shirt or jacket and a matching hat. Winklebleck also uses the last names of Sullivan and Rose.
According to the police, at approximately 11:45 p.m. on Thursday, March 4, two women were leaving a concert in Old Town when they were approached by Winklebeck. He told them that he was a “spotter” for the police and was there to escort them because they might be intoxicated. Both women declined and got into their car. But Winklebeck approached them again and said they would be arrested for drunk driving if they drove away.
The women then decided to allow Winklebeck to drive them out of the area in their car. Instead, he left the downtown and drove south on Interstate 5. According to the police, he displayed a knife and forced the women to take several pills.
Winklebeck eventually pulled off at the Detroit Lake exit and stopped on a gravel road, where he physically assaulted one of the women.
One woman was able to escape, however, and ran towards a residence in the area. People who were inside called 911 and the Marion County Sheriff’s Office responded. While that was happening, the second woman broke free hid in the area. Sheriff’s deputies were able to locate both women, but Winklebeck had fled the area by then. The vehicle was found late Friday afternoon about 10 miles from where the women were found.

these girls are really lucky to be alive! never get into a car!! 99% of the time this is what happens, but they don't escape. Never, never,never get into a car unless it is a marked police car!!!! I hope the real police catch this sicko

the classic "blaming the women" for this is not okay. they were probably younger, and obviously intoxicated. This guy was probably convincing and they felt panic, felt like they had to. I had a similar situation happen to me when i was 19. the guy said he was a cop and i was in trouble. he had a badge and a card (prob fake) i got in the car.. i was so naieve and i thought i was going to be arrested. the guy raped me and i was lucky to be let go. to this day my mom still "blames" me for it, thinks it is my fault, etc... this was back in 1990 and it still hurts me deeply that anyone could EVER blame a woman in this situation. this creep is 110% to blame for his actions. To place ANY blame on the girls is not fair.

Seriously guys.... blaming the women is the main reason these crimes go unreported MOST of the time! How many crimes has this guy (or John Gardner in northern San Diego, or many other serial rapists) committed before being reported because women or girls felt some guilt - or stupidity for their actions, or for what they were wearing that night? It is time to start letting the VICTIMS feel safe enough to come forward and help us catch these creeps! Otherwise, they will be allowed to escalate freely through all the girls who don't report until they have killed several - and then finally make a mistake and get caught! Seriously!!! Get a clue!!!
